By recycling sewage water, there could be enough water to sustain a small city. But most water provisions will come from the river, thus we need to prevent the contamination of the river with waste products.
I don't really know how to improve telecommunication quality other than to make it more accessible and cheaper
Good quality housing at reasonable prices shouldn't be too hard seeing that the budget is literally unlimited.
By making underground railroads for rapid transit and specific lanes for buses, the public transport itself would not get caught in the traffic. With enough quality and accessible transits and buses, this will help with the traffic too, which will make the city more walkable.

Universal healthcare is basically a requirement for accessible healthcare. Hospitals will also need to be reachable, thus there should be a hospital every __ of land, for this I will say 1km as I have an unlimited budget
With a portion of the infinite budget, hospitals would likely have enough good-quality equipment to operate.
