Benjamin Harrison was elected during the late 1800s, at a time when high tariffs had helped build a considerable budgetary surplus. Harrison opted to spend that money during his time in office while keeping tariffs high, becoming the first president in U.S. history to see a federal budget eclipse $1 billion.
