In 2017 the Census Bureau retracted its previous plans to include sexual orientation and gender identity
2015 Supreme Court case "legalized and recognized same sex marriage at the federal level" pg. 56
the thought process was that "because the defintion of marriage had changed [...] the census would capture the legal changes in maritail relationships by including sexual orientation" pg. 56
fear that the exlcusion of the gender identity and sexual orientation questions meant that the LGBTQ community woud be invivsible in terms of the law
for a community or group of people to be excluded from the census and unrecognized in the population count means "fewer public resources, less political representation, and possibly fewer legal protections" for those people pg. 56
"for a census class of citizens that has been historically discrimminated against and killed the consequences could be profound" pg. 56
if a group is not identified and numerated, it won't be represented
opposing arguements point out that there is no legal obligation for the census take counts of sexual orientation or gender identity

looking to see if LGBT citizens have equal treatment as all other citizens
the US constituion and preamble are used as evidence that homosexual Americans still fit the definition of ciizenship and are citizens
those in favor of the questions about sexual orientation and gender identity argue that if LGBT demographics are not included then all of the priveldges of citizenship as defined by the constitution are not met
social equity
look at the pillars of public administration to see if the governemnt is fulfilling its social contract with its citizens and sepcifically with LGBTQ citizens

intersectionality
looks at power and social class of individuals based on their experiences with their groups identities
a person could have multiple amrginalized identities that effect them

politcal motives were the deciding factor for keeping LBGT questions out of the census
helped the Trump Administration with support of conservative Christians
took the attnetion off of the citizenship question proposal
