Accessibility
Refers to a product, equipment, setting, or service that enables people with disabilities to access it.
Universal Design
It's ineffective to build or develop a technology that grants access to certain individuals only, and then add accessibility for people with disabilities later. Developing something that is already available to everyone makes more sense.
Emergencies
Many communication services and system for deaf people were not connected to 911 nor accessible. Deaf individuals usually realied on the nearest person they could find (i.e. neighbor) to make the call for them. The FCC declared in 2014 that Deaf persons should be permitted to text 911 in an emergency.
