dont hold on them so that you may take away some of what you have given them - they commit a clearly shameful act - you dislike something and allah has placed a lot of good in it
verse 19 - forbids husbands from holding on to their women with this selfish intent, the only exception given by the verse is that if the women commit adultery, they may be confined to their homes as mentioned in verse 15

if slave girl is advisable for a person who cannot afford to marry a free women and consequently apprehends that he will indulge in illicit sexual
the amount of dower can be increased or decreased, by mutual consent, any time after marriage
to marry through your wealth, binding yourself and not only for lust - those of them whose company you have enjoyrd give their dues (dower) as obligated
so marry believing slave girl with the permission of their family and give them their bridal due in a fair manner - intention should be that they are not going for lust and not to commit immorality and not to take a secret lovers
if the slave girl commit a shameful act they shall be liable to half of the punishment prescribed for the free women
however it is not suitable for a person who can afford to marry a free woman , or can control himself (fasting till allah make you gani )
