The difference between prevention and intervention? The distinction between them is not always clear-cut.
Preventing ESL requires initiatives at system level; intervention takes place at the level of individual schools. Intervention measures can focus on the whole school or training institution or can address individual pupils who are at risk of discontinuing their education or training.
Prevention
Prevention measures try to tackle ESL before its first symptoms are visible.
Successful prevention of ESL must ensure that education and training institutions and their learning environment (including the physical environment) provide a stimulating learning climate for all pupils. This includes equal access to quality education for all children and young people.
