Usage
shows the earlier action and the past simple shows the later action

Example
I was eating his pizza while he was doing my homework
I wasn't receiving anything when he was talking to me
Were you doing your homework?
Usage
to talk about actions and states in progress (happening) around a particular time in the past

Usage
to refer to actions that were completed in a time period before the present time.
Example
I did not bring the sandwiches
Did you finish your homework ?
I did my homework last night

I hadn't been waiting for 3 hours before that was too much time
Had you ever been waiting for such a long time?

Usage
refer to an ongoing action that ended before another action/event in the past.
