Qin Dynasty
Only lasted a few decades, but was very strong and centralized. (221-206 B.C.)
-
All of this was majority done by Qin Shihuangdi, he also had the Wall of China built.

Tang Dynasty
Empress Wu started to rule it in 690 B.C. Her rule was known for being very ruthless, but this is likely a double standard, as men would do the same acts as her (ex. having many concubines in old or any age, killing off family members, having imperial members killed, etc.).
She placed copper boxes around where she ruled, so people could leave comments and she could/would listen to them.
-
Introduced the Meritocratic system for entering the imperial bureaucracy, which lasted till the 20th century.
-
Ruled fairly and kindly over 50 million people (commoners), but lead her inner circle with fear which meant she had lots of control.
-
Made things slightly better for women/helped women's rights. Specifically made it so children would mourn both parents, not just their father.
