Is the student distant or struggling socially?

Report to principal for an observation of the student in class. Does the principal identify a cause for concern?

A parent meeting will be arranged with the student's teachers, principal, and parents/caregivers. A plan will be devised involving parents and teachers cooperating to support observation, assignments and praise for motivation.
Observe and monitor student. Is the plan effective?
Arrange a follow-up parent meeting to modify the plan. Discuss modifications to the classroom or schedule if necessary, such as different lunchtimes.

Continue communication with parents and implementing of assignments/praise system.
Provide a quiet space in the classroom or another area of escape if necessary.
Is the student experiencing difficulties which are effecting learning, such as poor vision/hearing?

Keep a record of behaviour. Report incidences to the principal. Fill out a student of concern form. Create a plan involving teachers, principal, and parents. Provide classroom accommodations where necessary, such as front of class seating, visual support.
Reconvene and assess effectiveness of plan. Modify if necessary. Other accommodations could include a 1 to 1 support. Suggest the parents take their child to a doctor for an assessment on whether assistive technologies would be beneficial.
Is the student showing bad/ disruptive behaviour/emotional outbursts in class?

Keep a record of the behaviour and report to the principal. Fill out a student of concern form. Arrange parent meeting to decide on a method to curb behaviour, such as a daily CICO form.
Monitor management strategy. Is it effective?

Arrange a followup meeting to modify behaviour management plan. Some other suggestions could include personal incentives or a cool down area.
