Role

To establish limit values and alert thresholds for concentrations of pollutants in the air intended to avoid, prevent or reduce harmful effects on human health and the environment.
To provide for the assessment of concentrations of pollutants in ambient air based on methods and criteria common to the Member States of the European Communities
To provide for collection of adequate information on concentrations of pollutants in ambient air and ensure that it is made available to the public, inter alia by means of alert thresholds
To maintain ambient air quality where it is good and to the improvement the quality of ambient air in other cases with respect to certain pollutants.

Conditions

Fixed measurements are used in all zones where pollutant levels are above the upper assessments threshold.
Modelling or estimation techniques may be used instead of measurements in zones where pollutant levels are below the lower assessment threshold.
The Agency informs the Commission of the measurement methods used in the measurement of the chemical composition of PM2.5.
