A massive warship either sits atop a sky scrapper or between two buildings
The Orphange
Maybe this is where Peter has been hiding. But this is certainly where Wendy and her siblings. If Peter is here he's staying because there's a maternal figure, who he doesn't reguarly have in his life

Hook
Teenager/ Adult looking for Peter. They where playing around to much and a crocodile bit of hits hand/ Peter cut it off. Peter's fault
Peter
Adult/ Young Teen. Hides away in orphage. Running from his past and staying at Orphanage because there's a nice maternal figure
Wendy
Convinces Peter to stop being a little baby and get rid of captain hook.
Lost Boys
If they're included they should be aged up because they've been looking for Peter for so long, and possible are on captain hooks side. Maybe one of them actually is captain hook.
City
Most of it is occupied by pirates. They've definitely taken control of the bar.
Concrete Jungle in more wilder places
Where pirates took over nature is unkept and crimminals run amuck
Real World Response
Fairy Graveyard
below the decks of Hook's ship, tons of cages hang, which once held several fairies. This is what powered his fleet and allowed him to escape neverland.
The Crater
The miltary tries drone striking Hook, but he uses pixie dust to bounce the bombs back up and it lands somewhere and kills several civilians. Maybe it lands in a park.
After The crater, no one is allowed in or out the city. Pirates guard any bridges that lead into the city.
Civilization is still function, but people just try and avoid the pirate areas
often barge into places looking for Peter
