Homicide in the hood: A Long View
Solutions
Increase policing
Make people hesitant to bring weapons out, causing a delay that will reduce impulsive violence
Problem: unjust policing
Limit and regulate gun sales
Fewer guns on the streets
Problem: politically costly, with little payoff since there's already so many guns on the streets
Federal jobs and investment in mass transit + public housing
Reasons for high homicide among African Americans
Gender imbalance and low marriage rates
Low marriage rates promote homosocial bonds and male violence
Higher rate of imprisonment makes males of a community less employable and therefore likely to get married :
Gender imbalance (more women than men) also makes marriage less appealing
Counterargument: many european groups in the US had low marriage rates but also lower homicides
The civilizing process
The rise of stronger states, manners and self control decrease violence
Counterargument: violence rates differ drastically across the US during the same time frame
Southern culture of violence + distrust of authority
Southern whites created a culture of pride and violence that was brought to the north
Racism in the south led to distrust of police, other authorities, and preference of settling disputes on the streets
Lack of jobs
Italians experienced many of the same structural factors at first but had much lower violence. This is because they were included in the labor market due to being perceived as "white"
Industrial economy, jobs, education suppress violence and promote self discipline
exclusion of african americans from the industrial economy reinforced the effects of segregation and oppression, leading to higher violence
What we know about homicide
90% male
Higher in the south
Associated with but not necessarily caused by poverty
