All about MLAs
Each state is divided into areas called constituencies, it is a particular area from which all the voters living there, choose their representatives.
From each constituency, the people elect one representative who becomes a
Member of the Legislative Assembly (MLA).
They are the people who form the government. These MLAs belong to different political parties.
Every state in India has a Legislative Assembly.
How MLAs become ministers and Chief ministers?
A political party whose MLAs have won more than half the number of constituencies in a state is said to be in majority and is called the ruling party.
All other members are called the opposition (the elected representatives who are not members of the ruling party but play a very important role in the Assembly.
After elections, the MLAs belonging to the ruling party elect their leader who becomes the CM. He selects all the other ministers. But it is the Governor who appoints the CM and other ministers.
At times, the ruling party may not be a single party but a group of parties working together, this is called as a coalition government.
The CM and other ministers have the responsibility of running various government departments or ministries.
The Legislative Assembly
It is a place where all the MLAs, from the ruling party and opposition meet to discuss various things.
MLAs can have dual responsibilities, one as an MLA and the other as a minister.
Current issues are discussed and debated in the Assembly and decisions are taken on various issues.
MLAs can express their opinions, ask questions related to the issue, give suggestions about what should be done by the
government in a debate in the Legislative Assembly.
The opposition plays the role of questioning government decisions and actions as well as raise new issues in the assembly.
The CM and other ministers take decisions and run the government. However, the decisions which are being taken have to be approved by the MLAs
The minister has to reply to the questions and has to try to assure the assembly that adequate steps are being taken.
