Councils, combined authorities and regional organisations will need to cooperate and lead on designing and planning places that are zero carbon, green and healthy. While this is clearly a significant challenge, it also presents major opportunities to grow local businesses, develop skills and benefit local communities. - every part of local government hangs off designing this net zero local place
