        1788 a major disaster occurred, hailstorms ruined all the harvests in France
        
        People who relied on harvests became unemployed
        
        More money spent on food
        
        Wheat prices increased by 60%, therefore bread prices increased
        
        Half a laborer's daily wage was spent on bread
        
        People blamed tithe-owners and landowners for making everything worse
        
        they were blamed for hoarding grains and increasing grain prices
        
        Lead to revolts, and people attacked grain stores
        
        Many blamed nobility this meant that people started to go against political ideas as they felt they had been betrayed
        
        Politicization of the third estate
        
        The king was unable to fix this crisis which made people even more wary of the monarchy being in power

        When the Parlement of Paris refused any new fiscal reforms, such as Lomenie de Brienne, which was a plan of Etienne-Charles to impose a land tax on the privileged.
        
        This led to King Louis exiling the Parlement to Troyes.
        
        Nobility got very aggressive and threw riots and outrage across cities of Paris
        
        Forced King Louis to let the Parliament back
        
        Lots of damage to property and people

        Showed how weak King Louis was as he could easily be manipulated and told what to do
        
        Made both nobility and third estate think that King Louis was not the best fit for an absolute monarch or even a King
        
        Failure of the reform added to opposition against Crown- made Third Estate even angrier
        
        Let nobility think that King Louis can be controlled
        
        Let Third Estate think that King Louis would do whatever the nobility asked of him - didn't care about Third Estate or its people
        
        Led to Necker being called back, who was a previous finance minister that immediately revoked the reform plan and promised to do nothing until the meeting of the Estates-General
