A flow chart of the Special Education Referral Process by Andrea P. (for Teach Now, Module 2)
What is the flow of the special education process?
2) Referral: Parents and teachers document challenges and current class accommodations and present them to the school. It must include attempts and accomodations that have worked positively with the student.
3) Identification: discussion of the referral documentation and interventions attempted and proposed. An evaluation is needed by either a special education teacher or a therapist or other specialist to determine the conditions presented by the child.
4) Eligibility: the information gathered during the identification phase is then checked against legal requirements for access to special education to determine if the student is eligible to receive an IEP and determine what other services the child is entitled to.
5) Development of the IEP: A team including educators, administrators, parents, needed specialist, and often the child themselves is put together. Learning styles and goals are determined and an IEP is drafted. Parents may disagree at this point and the process be terminated
6) Implementation: IEP services commence. Teachers at the school must read and follow the recommendations in the IEP.
7) Reviews and Reevaluations: an annual meeting is scheduled for the entire team. Parents may request reviews at any time of the year prior of the mandatory annual meeting. Reevaluation is required every three years to determine if the child continues to be eligible for special education services.
1) Pre-Referral: this implies that there is some supervision of the student and their learning outcomes. The importance of the role of the parents as their children's advocates cannot be overemphasized.
