In Modern Malaysia (1990 - Present), Malaysia signed the Salamanca Statement (UNESCO, 1994), which called for inclusive education for all pupils. During this time, special education grew at a tremendous pace. The Ministry of Education stated in 1998 that 53 primary schools and 10 high schools will participate in the inclusive education initiative. With a total of 2,523 pupils, there are 28 primary special schools and four secondary special schools. Since 2006, all pupils enrolled in special education programs have received a monthly allowance. The Persons with Disabilities (PWD) Act of 2008 mandated increased access to excellent education. The fact that ministries and agencies are not required to comply is a fundamental flaw in this statute. The newly issued Preliminary Report of the National Education Blueprint (2013–2025) notably highlighted special education.
