Step 3:
University Referral
If the initial stages haven't resolved issues. Parents are recommended to go for testing at the district university. This usually consists of an IQ test and other psychological tests.
This stage is a recommendation, the school cannot diagnose or recommend SPED; the university needs to do testing and then refer to the hospital with results. The university can recommend accommodations based on their results but it is up to the parents to decide on what they want implemented.
Step 4:
Hospital Referral
The university will refer potential learning disabilities to the hospital to be diagnosed by a doctor. Only a doctor can provide recommendation for special education services.
If parents accept the recommendation from this point the process becomes more serious. Doctors will do careful testing and provide a much more accurate recommendation for the student. This is problematic for parents who might not want to attend a SPED school as this diagnosis could impact their ability to attend general education schools.
Step 5:
Special Education
Doctors will recommend students for special education if needed. This will mean they will need to enter a school that can provide these services.
At this stage parents will be expected to send their child to a school that can provide the appropriate level of education for their child. This means that schools who are unable (general education schools) will likely not be allowed to accept their child.
