The writer uses sibilance, which makes the Colonel sound like he is speaking with a harsh hissing sound like a snake. The reader may connote this with being a villain, sly and sneaky.
The Colonel is refusing to let her live in the cottage after her husband has died. The Colonel is being mean, he knows what Mrs Peaceful is going through but is refusing to help her.
The reader would expect a person to be more considerate of Mrs Peaceful's feelings. However, he is presented as a negative and selfish character here as he refuses to help a poor family.

The Colonel is speaking to Charlie, he is in shock that Charlie can have a favourite dog. This is because dogs were not usually used as pets at the time. The Colonel sees dogs for working and hunting only and cannot see how Charlie would begin to grow fond of this dog.
