The Montreal Protocol
Advantages
-
Both developed and developing countries can contribute to the Montreal protocol (Environment, 2018)
The multilateral fund provides financial and technical assistance to developing countries (“Multilateral Fund”, 2020)
The ozone layer will be fully recovered by 2065 (“Department of Agriculture, Water and the Environment,” 2014)
The only international environmental treaty from the UN to have been completely ratified by every country in the world. (UN environment programme, 2019)
Disadvantages
It takes decades for the ozone layer to fully recover naturally (“Department of Agriculture, Water and the Environment,” 2019).
Not using these chemicals would be detrimental to the economy/where they use the chemicals. For example, the A/C market will be affected as they will have to purchase more expensive goods (“Reducing Hydrofluorocarbon (HFC) Use and Emissions in the Federal Sector through SNAP | US EPA,” 2014).
The agreement failed to directly address another threat: global warming. (Environmental and Energy Study Institute (EESI, 2021)
Underdeveloped countries cannot contribute to the project to the same degree as more developed countries (“Department of Agriculture, Water and the Environment,” 2016).
