How far did weaknesses in the League's organisation make failiture inevitable?
Secretariat
carried out Council's decisions
performed administrative tasks such as organising conferences, monitoring budgets, and circulating reports, some experts advised on disputes too
worked throughout the year
700 officials from different countries
Assembly
every member had a vote, decisions were unanimous
admitted new members
met once a year
words spoken were reported to a global audience, this put moral pressure to goverment leaders
Council
the decision-making part of the League decided on action unanimously
met four times a year but more on crisis
had some permanent and non-permanent members, when it started Britain, France, Italy and Japan where its permanent members
Weaknesses in the League
it was established by the Treaty of Versailles which all nations hated, so it wasn't fully supported
they had to agree on a unanimous vote so it took a long time for everyone to agree and they couldn't act quickly in crisis
sanctions weren't very effective
they didn't have an army
not all Great Powers were members
the US wasn't there because the congress voted against it since they thought it would lead the US in future wars
Russia wasn't there because they were communists which frightened other capitalist members, in 1934 it was no longer a threat and was admitted, it was expelled in 1939 for invading Finland
Germany wasn't there because it was banned until proven a peaceful country, it joined later in 1926 but was taken out of it in 1933 by Hitler decided by Germany in a referendum
Japan was originally in the League but it left it in 1937 after its invasion of Abyssinia
Italy was originally in the League but it left in 1937 after its invasion of Abyssinia
the organisation of the league was complicated
League could have worked if the powers really wished for it
Britain only worried about its empire
France only cared about their border with Germany
International Labout Organisation
fought for social justice, included issues in working conditions and hours of work as wells as rights of women, children and the elderly.
made recommendations to national governments about labour matters through conventions that would be agreed by the ILO's annual conference
Slavery Comission
aimed to eradicate slavery, slave trading and forced prostitution across the world
they mainly used mandates and applied pressure to countries
Comission for Refugees
returned refugees and prisoners of the war by to their home country in some cases gave them resettlement
set up camps where they showed them new skills and gave them identity papers such as the Nansen passport
The Health Organisation
tried to prevent epidemics diseases from spreading
worked with many countries, even ones that weren't in the League
