Special Education Referral Process*
Step1: Initial concerns- these are signs or ref flags shown by students when they sign up or during the course of learning.
Step 5: Implementation of Pre-Referral
Advise parents on seeking professional help and consulting with specialist.
Monitor students through seasonal assessments and tests and /or exams.
Review and measure the progress of set goals.
3: Discuss the checklist results or evaluation results with parents for consensus and parent's consents.
Regular intervals and communication with parents to know more about the student at home and disabilities identified by parents outside the scope of learning
Parents meeting to discuss student's academic progress, learning difficulties and other challenges faced by the student.
Try different teaching approaches and alternative learning strategies, e.g extended time on writing tests, changing seats, etc.
Step 4: Reviewing student's checklist outcome, Follow up, and trying alternative methods of assisting struggling student:
Implement assistive programs like IEP while considering the 3 major aspects:
Present status- negative factors affecting student's ability to learn and contributing to the condition of the student.
Future status- set new quarterly and annual measurable goals.
Implementation of the indIvidualized Education Program.
Teachers and parents discuss possible ways for the student to optimize learning progress, considering age and condition affecting the student.
Step 6: Transfer to Special Education stage
After thorough consideration of student's difficulties, ability to meet set measurable goals with no success, the school's special education board and IEP program have to agree with parents on transferring the student to a special education program.
Teachers, parents and paraprofessionals need to have a continuous monitoring for the student's condition and measuring academic progress in the special education program
Teachers work closely with student, parents and paraprofessionals.

Step 2: Information Gathering stage- Using a checklist to evaluate student's learning skills. Identify the following to determine student's intellectual or learning disability:
Practical skills: Independence self-care.
Conceptual skills: writing, reading, memory, language and reasoning.
Social skills: The ability to make friends and following rules, collaboration with peers and empathy.
