PROGRAM
SESSION I Science, Higher Education and Innovation Strategies for SEE Countries
Objectives:
Define clear strategies and tasks on change management during the transformation process in the SEE countries;
Clarify the roles of the governments, universities, Academies in the future and describe the decision-making processes and changes needed;
SESSION II Role of Science, Higher Education and Innovation in National Development Strategies:
Objectives:
Identify long-term targets and priorities for SEE countries in connection with their national development strategies;
Get transparency concerning the roles of Science, Education and Innovation in supporting the national and sub-regional development;
SESSION III International Cooperation in the field of Science, Higher Education and Innovation
Objectives:
Identify ways and means to increase competitiveness (e.g. statistics, research funds) and co-operation within the framework of the EU and international research programmes;
Create incentives for cooperation and exchange in the field of science, education and innovation.
SESSION IV Promotion of Science, Higher Education and Innovation
Objectives:
Identify activities connected to awareness raising of the potential of SEI for development and society;
Define strategies to communicate SEI effectively to the policy makers as well as to public at large (media);
Create credibility through enhancing quality (excellence);
Enhance the access for all to data and knowledge.

As a living document, the guide will be periodically updated to reflect countries’ experiences and inputs from key stakeholders, as more countries embark on designing and implementing STI for SDGs roadmaps over the next years.
Roadmaps
Serbia, as one of the Global Pilot countries, has decided to use the Smart Specialisation approach in developing the national STI for SDGs Roadmap. The country is being supported in this effort by the European Commission Joint Research Centre (EU JRC) and the United Nations Industrial Development Organization (UNIDO). The Serbian government has approved the Serbian Smart Specialisation Strategy in 2020

Member States have to report on implementation of the UNESCO Recommendation on Science and Scientific Researchers (2017) on 31 March 2021 (every 4 years)
The implementation of the Recommendation in Member States is monitored by the UNESCO governing bodies. Every four years, the Secretariat of UNESCO collects information from Member States, in consultation with other partners.

The Conference sessions have a common format. Each consists of two presentations of 15 to 20 minutes each: one by a specialist from outside the region discussing the international aspects, the other by an expert from the region focusing on the national/regional dimensions. These two presentations will be followed by comments from named panel members drawn from Academies in the region as a trigger for broad discussion from the floor. A Rapporteur for each Session will provide a summary record of the discussions and any recommendations.
