What's gained?
Programmatic planning incorporates more holistically budget, capacity, and other constraints; as well as objectives
Planning better conveys that you might have high priority waters that are not covered in what they are doing in the 10 -years
More focus on the journey than the destination
What's lost?
May end up with a word that conveys something less clear
Prioritization has created some confusion
How is it different from Prioritization?
If you can change priorities, then they are not priorities. Planning conveys that flexibility.
Confusion about high priority waters (e.g., Great Lakes always a priority) and what they can do in next 10-years
How to convey?
Ideas for reaction
Actively seeking feedback and highlight areas where feedback is needed (e.g., consideration of structuring in one way or another)
Same principle of Prioritization (in 2013 Vision) remains, but with a renewed focus on the "how," rather than the outcome.
Other Thoughts
The shift in what you are working on may be due to waters meeting rather than other priorities taking over
Terminology
Strategizing as a term instead of Planning or Prioritization
Program Planning Element (as distinguished from plans) as strategic thinking moving forward
Concern about overutilization of the term "priorities"
Keep Priorities as the name for the Plan (known term that also has more power)
Strategic Planning Element or Program Planning Element
