        Phase 2. Pre-referral
        
        The homeroom teacher will include learning support department and/or consolers to the case.
        
        After analysis the case, learning support department, counselor, administrator, teachers and parents will have a meeting to talk about the problems and solutions to get agreement about the action plan.
        
        Learning support teachers or counselors will start to implement the plan and working with teachers and parents together.
