Ways of living more sustainably can take many forms
Reassessing economic sectors (permaculture, green building, sustainable agriculture) or work practices (sustainable architecture)
Utilise science to develop green technology and renewable energy
Reorganising living conditions - eco villages, eco-municipalities and sustainable cities
Changing individual lifestyles/habits to conserve natural resources
Green Mark Scheme
Intend to promote sustainability and raise awareness in the built environment to developers, designers and builders when they start project conceptualisation, design and during construction
The Building Control (Environmental Sustainability) Regulations specify that new buildings and existing ones that undergo substantial retrofitting must meet at least a level of environmental sustainability equivalent to the Green Mark Certificate Level.
To encourage Singapore construction industry towards environment-friendly building
Application & Assessment
New buildings assessment framework encourages developers and design teams to develop and construct green, sustainable buildings to conserve energy, water, and promote healthier indoor environments as well as include a greater amount of greenery.
Green Mark Rating Score for existing Non-Residential Building
As for existing buildings, the building owners and operators are encouraged to meet their sustainable operations goals and to reduce adverse impacts of their buildings on the environment and occupant health over the entire building life cycle.
A Green Mark building must be re-assessed every three years to maintain its certification.
Sustainable Management (35pts), Building Energy Performance (40pts), Resource Stewardship (30pts), Smart and Healthy Building (40pts) and Advance Green Effort (20pts)
New buildings and existing buildings certified will subsequently be re-assessed under the existing buildings criteria.
Green mark Rating Score - Platinum (>70), Gold Plus (60 to <70), Gold (50 to >60) and Green Mark Certified (Meet all pre-requisite requirement)
Its goal is to encourage environmentally friendly design, construction, and operating practice for new and existing buildings by providing a framework for improving their environmental performance.
The National Environment Agency endorses and supports it
To participate in BCA's Green Mark Scheme, developers, building owners and government agencies must submit an application form to BCA.
Resources Management
Resource Management Plans
Resources Management Plans (RMPs) must be submitted by all Ministries, which document sustainability targets and resource conservation measures to achieve them.
All owners of public sector premises are to submit information on their annual resource consumption.
Appointment of a Sustainability Manager
Sustainability Managers (SM) are to be appointed by each Ministry, and they will oversee environmental sustainability efforts within the Ministry and its Statutory Boards, including RMPs.
Sustainability Target
Agencies are also encouraged to set a FY2020 installed solar PV target.
All Ministries are to set FY2020 targets for energy, water and waste.
Benefits of Green Mark Scheme

This can positively affect corporate image, resale values, leasing rates, and resale rents.
3. Improve workers' health through healthy air and productivity at work
With BCA Green Mark, buildings in the real estate market can be meaningfully differentiated. It is an environmental benchmarking scheme that entails internationally recognised best practices.
4. Direct continual improvement in a clear and concise manner.
New and existing buildings
The Green Mark GoldPlus rating must be attained by all existing public buildings with air-conditioned areas exceeding 10,000 m2 by FY2020
By 2020, all existing public buildings with air-conditioned floor space below 10,000 m2 and gross floor space exceeding 5,000 m2 must achieve the Green Mark Gold rating.
The green mark platinum rating is required for all new public sector buildings with more than 5,000 square meters of air conditioned space, including buildings whose development costs are partially or wholly funded by the government.
Office Premises
Under the Green Mark for Office Interiors scheme, any new or renovated public sector office premises are expected to achieve at least a Gold rating.
The Eco-office Green Office Label will remain in place for all offices except those falling under the above categories.
Energy Efficiency
Indoor Air Temperature - Public sector must keep indoor temperature of air-conditioned area at 24°C and above
Metering - Data centres with more than 1,000 m2 GFA are to install separate meters, and monitor and report their energy use.
Water Efficient Building
For brand new and existing public buildings, water efficiency flow rates / flush volumes must be achieved and Water Efficient Buildings (WEB) (Basic) certification obtained.
Water metering - New/existing public sector premises with consumption equal or more than36,000m3/year are required to install private water meters by June 2015
Waste Management
Recycling - Public sector agencies are to implement recycling programmes to recycle paper, plastics, aluminium and toner cartridges
Waste Reporting - Public sector building with gross floor area greater than 10,000m2 are to submit volume of waste disposal and recyclables collected annually.
Green Procurement
Taking life cycle costs into consideration, public sector agencies are to purchase the most cost-effective appliances. IT equipment procured for the office must be compliant with latest Energy Star standards.
Public sector should procure electrical appliances that have higher ratings (i.e. air-conditioners and lamps should have more than three ticks as part of NEA's Mandatory Energy Labeling Scheme).
Public sector should purchase white printing paper that is certified with Singapore Green Label by Singapore Environmental Council
