Considerations
The fuel has to be relatively cheap in the region in order to be accessible by most people in the country.
If it is grown, it must be able to be grown successfully in the region's environment.
For liquid fuels, their flash point - which is the temperature at which the fuel begins to release sufficient fumes to ignite - should be as low as possible to increase ease of lighting.
