cust moved in during migration. process in place for move in's around migration but not many ES are aware of this process and therefore billing before transfer which causes billing gaps across accounts.

issue - when performing move out if we bill to final reads before move out is processed final flag won't be marked on account meaning manual intervention
- this will also occur if a customer process' the move out online

one day occupier accounts. how do we get rid of these due to issues of void periods and dont know who to bill. also agreement issues.
