Britain and France did not close the Suez canal so it meant that Italian ships could still get through into Abyssinia
The Hoare- Laval pact was a secret pact signed by France and Britain stating that they would give Abyssinia to Italy. This news was leaked and when the public found out they were outraged. It ruined the leagues reputation even more and highlighted its weaknesses meaning that leaders like Hitler and Mussolini could invade as they pleased
