What is Democracy?
Constitutional Monarchy
Monarch operates along with a constitution that limits his/her power
Most of them have parliamentary form of government with an elected (directly or indirectly) head of the government named Prime Minister
The monarch has only Ceremonial powers and some reserve powers (during emergency)
Real, legislative powers are with the legislature, elected government
Examples : United Kingdom, Spain, Denmark, Jordan, Monaco
Commonwealth countries (Australia, New Zealand, etc.) consider Queen of En gland as their monarch
Absolute Monarchy-
King/queen has Absolute and Unlimited powers
Hereditary form of government
Few laws
No legally organized opposition
Brunei, Swaziland, Saudi Arabia, Oman, Kingdom of Bahrain, Qatar, United Arab Emirates, Sweden, Vatican City, Kuwait, Morocco
Examples of countries that have had military Dictatorship at some point of time –
South America : Chile, Argentina, Bolivia, Costa Rica, Haiti, etc.
Africa : Algeria, Burundi, Congo, Ghana, Ethiopia, etc.
Asia : Combodia, Myanmar, South Vietnam, etc.
Periodic elections : Every section has a say, can put opinions and grievances
No person or party has MONOPOLY of power
Rights of citizens are protected by the state
Gives power to people to elect their government, Control it and Remove it
Division of power – Legislature, Executive and Judiciary (Horizontal division)
Government functions according to the constitution
Division of power – Centre, State, Local levels of government (Vertical division)
Exercise power over all aspects of people’s lives (public or private) – TOTAL CONTROL
Citizens don’t have freedom/Liberty
Concentration of powers – Unlimited powers
The leader(s) (a person or a group of persons) isn’t elected by the people and he/she/they has/have supreme powers.
Dissent isn’t tolerated
Two Forms- Totalitarian Government or Dictatorship and Military Dictatorship
Military or police is used to control all aspects of life
Single individual or group of individuals have all the powers
Restrictions on Freedom of speech and expression
Media is controlled
Examples – Adolf Hitler (Germany), Mussolini (Italy), Stalin (USSR) – Pre WW2 (1945) except Stalin (till 1950) – Excessive violence and complete control of media
Recent examples – Saddam Hussein (Iraq), Nicolae Ceausescu (Romania), Kim Jong-il (North Korea)
Similar to Totalitarian government except that in this form, powers reside with the military
Lot of importance to Nationalism
Lack of freedoms
Government controls media and judiciary
Policies scrutinized and evaluated by people through MEDIA and OPPOSITION PARTIES
Justified on the basis of political stabilityand preventing the state from dissolving into complete chaos
