Bullying and Teasing of Youth with Disabilities: Creating Positive School Environments for Effective Inclusion
ISSUE
Increasingly becoming a more critical issue nationwide as indicated by increased reports from U.S. Department of Education, Office for Civil Rights, Office of Special Education and Rehabilitative Services
"Bullying is the most common form of violence; 3.7 million youth engage in it, and more than 3.2 million are victims of bullying annually. Over two-thirds of students believe that schools respond poorly to bullying, with a high percentage of students believing that adult help is infrequent and ineffective."
Historically, bullying has been regarded as a normal part of childhood and ignored by adults
Multiple studies prove lasting negative physiological, psychological, and academic effects of bullying
"Youth with disabilities are particularly vulnerable and represent a high-risk group for becoming both potential victims and perpetrators of bullying and teasing."
School's special education practices can contribute to the issue leading to increased separation as well as denial of rights under IDEIA and FAPE
Definitions
Bullying: repetitive, aggressive act done to abuse or intimidate others
Teasing: More subtle form of bulling including spreading rumors or gossip, ridicule, verbal abuse, and public shunning or private humiliation
Disability Harassment: "Bullying and teasing specifically based on or because of a disability. This treatment creates a hostile environment by denying access to, participation in, or receipt of benefits, services, or opportunities at school."
