Preliminary or Pre-feasibility Study. This first stage consists of the visit of the
place, observation of resources, determination of land tenure, identification of development potentials and potential products.
Definition of Tourism Development Goals. Determine the objectives of
tourism development, according to the focus and potential of the space
Studies and Evaluations. Information regarding the local tourist system is collected
and its elements such as the service plant, governance, attractions, receiving community, demand and infrastructure.
Analysis and Synthesis. It analyzes —in an integrated and interrelated way— all the
elements of the system in order to determine the tourist potential of the place
Formulation of the Plan. The policy is formulated and the tourism development proposal is prepared, the structure of which may vary according to the objectives, the focus and the
planning scale.
