A long delay entitles passengers to the same compensation as in the case of a flight
cancellation: the passenger is entitled to compensation if he reaches his/her final
destination with a delay of 3 hours or more

Salome: the Delay one regarding the compensation amount: there can't be a reduction for delay at arrival under 2 hours and 3 hours, because then, there wouldn't be a delay to start with (as the condition for claiming compensation for a delay is a delay over 3 hours at arrival). So the reduction only applies to international flights with a delay of fewer than 4 hours (but more than 3 hours).
