Sanitation- the lack of services in the house caused the poor public health.
Lavotories were outside and night-soil men collected human waste.
Water is in short supply and expensive.

The waste on the street created the need for a sewer system.
Government commissioned sewage removal to use new technologies.

Changes attitude
Increasing spending on public health would decrease cost of poor relief in the long run.
Poor conditions and overcrowding were shared with the public by artists and writers.
Landlords were increasing price of rent as they had to cover the cost of toilets etc.
