The thinking was that the welfare of the people was the Govs response, and that they should help them to get back on their feet.
However, the New deal provision was the bare minimum and there were means tests to go through.

ALPHABET AGENCIES
NRA (National recovery administration) this enforced codes of working on businesses. Eg working hours and minimum wage.
Businesses did not have to join the NRA but those who did had a blue eagle recognised.
AAA (Agricultural adjustment agency) It regulated the major crops like wheat and cotton and bought surplus stock.
However, these agencies provided the bare minimum and many requested tests to be done.
ROOSEVELT PRESIDENCY
Roosevelt had a significant amount of whitehouse staff and he used executive orders when he could not use congress.

Roosevelt had a good relationship with the public and even received sacks full of letters. This was due to his open fireside chats where he explained things in a simple way.
He also understood the importance of the media so he held 'off the record' media events where he gave them inside information which got them on his side.
