1924 Johnson-Reed Act, changes quota to 2% of 1890 census.
After this immigrants was to be fixed at 150,000 and quota based on 1920 census.
1929 Confirms 150,000 limit and bans asian immigrants altogether.

The increasing immigration caused Hostility as it was creating more competition for jobs and housing. This was simultaneous with rural immigration. (Black Urban population rose from 1% to 4%)
In the 1920s South American immigrants (Mexicans) were less restricted.
They expanded the amount of cheap labour. They were exploited out of the fear of getting deported as many were illegal.
After the Great Depression circa 400,000 Mexicans were deported.
