Emigres
By 1968, 350,000 Cubans (3% of population) had left the island
Most went to the United States, many of them formed cells planning to return and Claim Cuba by Force
It was the existence of these emigres abroad and their contacts with disaffected groups in Cuba that gave Castro justification for surveillance and controls on the people
Although opposition groups looked large and formidable, they were never a serious threat
Only US backed emigres represented resistance, and when they challenged Castro at the Bay of Pigs, they failed.
