Community-based insurance
Will enable people access better medical facilities without much costs
People may be unable to pay for the insurance
Some institutions may not necessarily accept the insurance given by the government
Collaboration with private medical practitioners, NGOs and Donors
Can be implemented within a relatively short period, ie, 6 months
Will ensure all people in rural and marginalised communities can access healthcare at cheaper costs
Cost is shared by the government, NGOs and donors, lessening the burden on the government
Most private institutions have the necessary equipment, hence availability of medical equipment will not be a hinderance
Will buy time for the government to train specialists and community healthcare providers, as well as buy equipment and train the users.
Training more medical practitioners

Beneficial in the long run
Increased number of specialists and community healthcare workers to fight need to visit hospitals in urban areas
Training traditional midwives
Effective in reducing work burden in hospitals
Some may lack confidence in delivering outside modern healthcare facilities
There are few traditional midwives available now
Does not solve other healthcare problems outside of child delivery
