Berlin Crisis
By 1958 Khrushchev's thinking was dominated by several factors:
- Soviet control in Eastern Europe was fragile and economies were weak
- West Germany was now a member of NATO and East Germans were not restricted from fleeing west
- The west did not recognise the GDR
- The USSR was leading in the space race

The USSR's position as the leader of the communist world was weakening and it needed a victory like the unification of Berlin to assert dominance over China
In 1958 Khrushchev issued an ultimatum to make Berlin a free city. This would threaten capitalism in West Berlin and force western powers to recognise the GDR, which went against the Hallstein doctrine
Talks at Paris collapsed with the U2 affair, and Gary Powers was captured.
