the reason for this claim is the subsidy, which became the standard parliamentary tax and was seen as a replacement for the old system of fifteenth and tenth.the subsiidy required tax payers to give details of their property and income to local officials to determine how much they should pay.
this brought in far more money as it was on a more accurate valuation of wealth,however it was still not enough to finance henry’s wars

wolsey's legal reforms led to some arguing eh was the champion of the poor and the same is true for his social reform

in 1517 wolsey established an inquiry . which identified enclosed land and buildings that had been demolished when land was converted from arable to pasture.
between 1518 and 1529 legal action was taken against 264 landowners, of whom 222 was brought to court and 188 verdicts reached. Somewhere forced to rebuild houses they had knocked down and others had to return land.
