Second, get a quote for the new technology.
Third, purchase the new technology.

First, the technology must be purchased.
Second, vendor or independent?
If Vendor, the vendor will come into the store or where ever and install the new technology.
If independent, an IT representative will install the new technology.

How will Zara purchase new technology?
Zara will purchase the new technology either through a vendor or from a private company.
How will Zara update technology?
It will either be updated from a representative of the vendor or from the IT department.
Who will update it?
If vendors installed it I would assume they would update the software as well. Otherwise, it would make sense for the IT department to update the software.

How will it be implemented
Internal software
The software would be rolled out to all the stores once the new software has completed bug testing.
Vendor's software
First, Zara will have to purchase the software from the vendor.
Second, the vendor will have to come to the HQ or to the stores. Then the vendor's representative will have to install the new software or hardware.
Other
Depending how the software or hardware is purchased. The product will be sent to each store and the mangers or an IT rep would have to install it for each store.
Who is responsible?
C-Suite
At the end of the day, the C-suite staff members sign-off on the new technology.
IT employees
IT staff must know how to diagnose problems with the new software.
Managers of each store
The managers will be responsible for making sure all of the technology is working. If there is an issue with the technology they must contact the IT department.
How will the success of the policy be measured?
Feedback reports
The IT team will be delivering feedback reports throughout all the stores. These feedback reports will ask for feedback about new technology.
Customer feedback
We will create a survey that will ask for customer feedback. The survey will have questions that range from customer experience to technology throughout the user experience.
Failure rate
Create a survey or a type of program that will measure often does the new technology fail. Does the technology frequently fail or does it always work?
