Graham, a diabetic, felt onset of insulin reaction. He asked a friend to drive him to store to buy orange juice. Graham entered the store, but left in a hurry because there were too many people in store, and asked to be driven to a friend’s house instead. Officer Connor observed Graham enter store and leave in a hurry, and conducted an investigatory stop of the vehicle after becoming suspicious of Graham’s actions. During stop, Graham exited his friend’s vehicle and ran around it twice, and sat down on the curb, where he passed out. Backup officer’s responded and handcuffed Graham thinking he was drunk. Several officers lifted him up from behind, carried him over to friend’s car and place him face down on its hood, then 4 officers grabbed Graham and threw him headfirst into the police car. Graham asked officers to check his wallet for diabetic card, but they refused. When officer received info that no crime occurred at the store, he drove Graham home and released him. Graham sustained a broken foot, cuts on wrists, a bruised forehead, an injured shoulder, and loud ringing in ear.
