Special Education Referral Process
Identifying struggling students
Step 1: Recognition
Teacher observes students' academic, social-emotional, behavioral, physical ability, age.
Teacher (or sometimes parent/administrator/counselor) recognizes student's consistent needs or problems
Teacher call a meeting with the parents or guardians.
Teacher provide examples of the student’s work regarding the student’s needs.
Teacher and the parent/guardian explore the situation of the child
Is the issue a recurrent problem or new?
Teacher and parent/guardian come up with a cooperative plan of action to solve the problem
Teacher and parent/guardian document their plan of action, strategies/accommodations to help the student in making progress.

Is the issue appropriate for children of this age?
Step 2: Pre-referral*
Pre-referral team is formed. It usually includes teacher, parents/guardians, counselor, school administrator, or others who are involved in the education of the student.
Team works together to develop possible solutions.
If the problem continues and student is not making any progress after interventions, then they need to move to step 3: Referral for Special Education Evaluation
Some schools use a formal and systematic pre-referral process called response to intervention (RTI). This model address the needs of the struggling students.
Step 3: Referral for Special Education Evaluation
Any person involved in the education of the child, school personnel, parents/guardians can initiate the formal process of determining eligibility for special education services.
School must obtain the consent from parents/legal guardians.

Step 4: Special Education Evaluation
Depending on the disability of students, a team of experts such as psychologists, medical doctors, etc evaluate the child and try to bring different perspectives and expertise to the evaluation.
Move to next step to check the eligibility for special education services
Step 5: Eligibility.
If the evaluation team determines that the student is eligible for special education services, then a Individualized Education Program (IEP) will be developed for the student.

Step 6: IEP implementation
IEP team will meet the school personnel to discuss the implementation of IEP.
School personnel need to document the mastery of benchmarks and student education goals. If the child cannot master the learning objectives, at least there should be some evidence of good effort towards achieving the goals.
If necessary, IEP team can be reached by the school to make adjustments in the IEP plan.
After a time period of 3 years or at least a year, reevaluation is necessary. For that, move to next step.
Step 7: Reevaluation
Reevaluation is necessary to develop the next IEP or to determine whether student still need special education services or not.
If student still need special education then repeat steps 6 and 7.
