ROS AND INJUNCTIONS CAN BE ISSUED TO ADMINISTRATIVE ACTS
As held in Datiles and Co v. Sucaldito, this prohibition only applies to administrative acts in controversies involving facts or the exercise of discretion in technical cases. The purpose of this prohibition is to allow the smooth functioning of administrative machineries.
The ruling in this case applies to the one at hand since the alleged anomalies involve questions of law concerning non-compliance with procedural rules on bidding.
RESTRAINING ORDERS AND INJUNCTIONS CANNOT BE ISSUED TO NATURAL RESOURCE DEVELOPMENT PROJECT OR PUBLIC UTLITIES

infrastructure project, or a mining, fishery, forest or other natural resource development project of the government, or any public utility operated by the government).
