Home office refused his citizenship during 10 years
because
minor convictions (70's-80's)
finally became British 3 weeks before his death
first refusal (2005)
impeach him to see his mother in Jamaica before she died and for the funeral
has been fired (2012)
unable to prove he was not in the country illegally
devastated by the repeated refusals of citizenship
Howard's lawyers:
People with no "good character" requirement should reapplying
too late for Howard but it will help other people
Amber Rudd (former Home Secretary)
wanted to waive the good character requirement
Sajid Javid (successor) opted to maintain it
Windrush program wich allowed to become citizen without "good character" (80's)
officials said "no need to register)
8000 people did not register
