Pretty fair in some situations.
Dutiful daughter: She sends letter to her family members.
Not a teller: She doesn't want to tell her parents that the boys bully her.
Kind hearted: She doesn't change her horse when it stepped on her foot.
Grows really fast: She needs some more shifts as she have already grown.
Open-minded: She thinks that Bonedancer is amazing and she also feeds him.
She wrote in her parent's letter: "There is an amazing lizard-bird skeleton that is actually alive. It likes bread too."
I think that Kel is caring because she feeds Bondancer when she's not required to and it already has a owner: Master Rindhall Reed.
Caring: She feeds the sparrows who come to see her everyday.
Afraid
She tried to help Merric but she ran away since she was scared of a fight.
I think Kel is afraid to get in a fight because she don't want to give Lord Wyldon a reason to get rid of her.
He scolded Kel for being late to class and making everybody wait for her. At least for this time he was doing the right thing to punish her.
Though I do feel he was being too harsh has he gave Kel the task to mop the desks for a whole week. But I think Kel will accept the fact she is getting punished as she wants to live through the pain.
Biased sometimes
He is trying to find a way to get rid of Kel.
Kel is afraid that Wyldon trying to make an excuse to get rid of her which means he might be doing so. Since in the book she said: Won't Lord Wyldon use that as an excuse to get rid of me?
Responsible/ affectionate towards friends: He makes sure Kel is not hurt or injured.
I think Neal is responsible because he was making sure that Kel was not hurt and healing her, so she would not feel pain during the lessons. And it also shows that he is affectionate as he takes responsibilities for the ones near him.
Sweet/Kind
He helps to heal Kel.
From the book it says: I thought you were limping in the mess. Have a seat and let me take a look.
Neal helps Kel and tells her that she can ask the cooks for extra food.
we can see that Kel is grateful as she said in her letter: Thanks to Neal, I am not forever trying to sneak rolls out from the mess hall!
Has feelings for Kel
He spoke quietly to Daine asking her a favor to Kel and her horse. He was embarrassed and flustered as he spoke to Daine.
He lowered his voice as he was asking to Daine. And he was flustered as embarrassed. Which means that he is shy.
Not used to affection:
She was nervous and flustered as Neal gently lifted up his foot and healed it.
Which means no one have showed affection to her as caring as Neal. Her parents loves her but has shown not so many affection.
And I think my prediction makes sense as in the Yamani islands, everyone shows no emotions on their faces and stays quiet and respectful.

He makes kel to his favor when he's younger than her.
He made Kel bring his gloves to him when he knew Kel would be late for class.
in the book it said: She was halfway there when Cleon stopped her. He was a third-year page, a joker who still sported a tan from the from days spent in his father's fields, bringing in the harvest. "Page, I need my archer's glove" He told her with a grin. "run to my room and fetch it." When Kel frowned at him, not wanting to be bothered just then, he flapped his hands. "Run along, now. Don't take all day, you don't want punishment duty for being late."
Joren

He gave commands, threatens pages who are younger and weaker than him.
In the book it said, Fetch us another milk, and fresh cups. Added Joren. How can we study if we're thirsty?
