Fabian Society helped result in the Labour representative comittee. (LRC) 26 Sponsored LRC candidates won seats in the elections and set up the Labour Party.

Rowntree notes that out of 3,600 paupers in York, Leeds and Sheffield 26.5% were rejected as unfit and 29% were allowed on as "specials".

The government believed that if they did not have a fit army that they would not be able to keep the empire.
They also believed that if the workforce did not have enough stamina or fitness this would make them inferior to ecnonomies like USA and Germany.
In 1903 the government set up a commsion: interdepartmental Committee on physical deterioration:
They made 53 reccomendations:
Free School Meals,
Medical inspections for children in schools,
Training in mothering skills.
Despite this, it was concluded that the claims of deterioration were largely unfounded.

In response to the findings of the Boer War many intellectuals campaigned or "national efficiency' for both the workforce and the military.

Economic: they were concerned about the fast developing nations of USA and Germany and Britain were concerned that they would also be left behind
They tried to see the social and economic impacts of policies and calculated if they would work in the UK.

In 1900 Fabians produced pamphlet of Fabianism and Empire, which maintained that that imperialism should be basis of British foreign policy and would allow Britain to be the centre of the world empire.
