Starting a New Government
The articles of Confederation and perpetual union, was the first written plan of government for the US
they were officially adopted on march 1, 1781
Northwest ordinance 1787
divided the northwest territory into districts
guaranteed citizens of new states the same civil rights as people in other states
it also stated that indigenous lands and properties shall never be taken from them without their consent
outlined a process for creating new states

large states proposed the virginia
representation in the states in the legislative branch would be based on population

roger sherman of connecticut proposed a compromise
legislative branch should have two parts or houses
senate state would have the same number of representatives
house of representatives-representation would be based on population
3/5 compromise
in the house of representatives, representation would be based on population
southern states wanted enslaved people counted but northern states objected
three-fifths compromise said that state that states should count 35 of their enslaved population for representation and taxes
on september 17 1787 the US constitution was signed
some people did not sign it because they did not agree with it and there was not explicit bill of rights.
