SUBREGIONAL PLANNING
The components of the subregional plan will depend on the situation of the subregion but typically would include tourists attraction features
There is need for subregional planning, which is more specific than the regional level

Location of tourism development areas including resorts area
Regional access and the internal transportation network of facilities & services
Regional level environmental, socio-cultural and economic considerations and impact analysis
Regional policy
REGIONAL/LOCAL LEVEL
Is more specific than the national level
For a small country, the national plan may be at the same level of details as a regional plan in a larger county
Formulated within the framework of the national tourism policy and plan
Small countries may not need both national & regional planning
One region of country, often a state or province or perhaps an island group

Identification of major tourist attractions, designation of tourism development regions, international access points and the internal transportation network facilities and services
Other major infrastructure considerations
The major tour routes in the country and their regional connections

Often includes specific objectives for particular types of area within the national boundary
Plans social and cultural macro development which to intergrate tourism planning into overall economic development and to measure the economic impact to tourist activities
National tourism planning reviews the tourism development plans for a country as a whole
INTERNATIONAL/GLOBAL LEVEL
International transportation services
Multi-country marketing strategies & promotion programs
Some limited tourism planning, marketing & cooperative activities generally take place at the international level through organization EXAMPLE : WTO and regional commissions
The major general purpose global tourism organization is the WTO
