2: Respondent State forms an Action Plan after consulting with Lawyers of the Department for the Execution of Judgements

3: Action report then submitted to Secretariat of the Committee of Ministers
If satisfactory, Final resolution is adopted
1: Judgement is made and transferred to Committee of Ministers to oversee compliance
In case of non-compliance
Committee of Ministers contacts Court to issue a declaration to exert pressure
Last resort: Committee of Ministers allowed to suspend right of representation of a State / Ask for the withdrawal of a State from the organisation
